How to Lose Fat Without Body Muscles?

Hi,

I am 25 year old and I want to lose weight without reducing my body muscles. In fact I want to convert body fat into strong body muscles. I do 20 mints workout and 10 mint cardio only running. I use mostly fruits with boiled vegetable. I drink 7 glasses of water per day. Try to burn more calories but consume less. My question is that my routine workout does work or not?
